NIST updates its lists silently: a certificate moves to historical or revoked and no date is published anywhere. This page is built by diffing the tracker's own snapshots, so every entry is the date a change was first observed, which is as close to the truth as public data allows.

"Left the modules-in-process list" and "left the implementation-under-test list" mean exactly that: the row was there in the previous snapshot and is gone in this one. Usually the module moved on to the next stage. NIST also drops rows when a vendor asks not to be listed, or when it renames a module, and the tracker can't yet tell those cases apart.
